J. Kevin Grace is the Assistant Director of Municipal Services Division at Government Services Group, Inc. (GSG). Mr. Grace brings more than 20 years of experience in local government management and 13 years in the private sector. Mr. Grace has a broad range of experience in management and financial issues including including finance, accounting and budget, community development districts, as well as utility acquisition, contract negotiation and special project responsibilities. In recent years, Mr. Grace has also led GSG’s consulting and management efforts in the area of Federal Government Utility Privatization (UP) of military base facilities. Prior to joining GSG, Mr. Grace was the County Manager of Seminole County, Florida, where he served as Chief Executive Officer, managed a total budget of more than $780 million, and supervised approximately 1,400 employees. During his tenure as County Manager, Seminole County won numerous awards and recognition including being selected as one of the 10 most technologically advanced counties in the country. In recent years, Mr. Grace has led GSG’s consulting and management efforts in the Federal Government Utility Privatization (UP) of military base facilities. He has prepared numerous UP proposals for private and public clients, including MacDill AFB in Tampa, FL, which was successfully acquired by the Florida Governmental Utility Authority (FGUA) in 2011. Mr. Grace is actively involved in the day-to-day management of the Federal Contract for the MacDill AFB system.
Mr. Grace has a Bachelor of Science (BS) in Geography and Sociology from Western Kentucky University and a Master of Science (MS) in Urban and Regional Planning from the University of Illinois.
David DiLena offers diverse expertise to his role as the Director of Finance for Government Services Group, Inc. During a career that has spanned more than 17 years, he has gained broad experience in audit, tax and utility experience with a concentration in the water & wastewater industry within a multi-state environment in both the private sector and governmental sector. Mr. DiLena was a Chief Financial Officer and Partner within the water and wastewater industry for more than 10 years. As an Accounting professional with a blend of experience in public accounting and the manufacturing, health care and utility industries, Mr. DiLena has been responsible for financial statement preparation and presentation, budget preparation, due diligence in utility acquisition, contract negotiation and multiple bond issuances and refunding’s.
Mr. DiLena graduated from Florida State University with Bachelor of Science (BS) in Finance and a Bachelor of Science (BS) in Accounting. He is currently licensed within the State of Florida as a Certified Public Accountant. In addition, he is a member of the American Institute of Certified Public Accountants, Florida Institute of Certified Public Accountants and Florida Board of Accountancy.
Meredith Miller brings over 11 years of customer relations, client services management and leadership experience to her position of Community Services Supervisor for the Municipal Services Division at Government Services Group, Inc. (GSG). Prior to joining the GSG team, as the Director of the Client Relations Center for Northwestern Mutual Financial Network, Ms. Miller successfully designed and facilitated group and individual trainings of both customer service and sales teams. The training materials and policies she developed are still in use and have been adopted by organizations as standard practice. Currently, Ms. Miller provides customer service quality assurance and leads community outreach programs for the Florida Governmental Utility Authority (FGUA), one of GSG’s largest multi-county governmental clients. She enhances communication between residents, businesses, the media and local governments while promoting citizen involvement and opportunities for residents to learn about FGUA programs, services and operations. In addition, Ms. Miller serves as a spokesperson on customer issues before various groups while developing, coordinating and implementing public relations efforts within utility service areas for governmental entities.
Ms. Miller has a Bachelor of Arts (BA) degree in History from Judson University in Elgin, Illinois.
Robert Dickson brings more than 24 years of progressive experience in all phases of delivery of various infrastructure capital projects to his position of Capital Program Manager at Government Services Group, Inc. (GSG). Having served both the engineering consulting and construction communities, Mr. Dickson is uniquely qualified to successfully deliver capital projects. The vast majority of his career has been dedicated to the water, wastewater and utility infrastructure market, including design, consulting and construction of utility systems such as water distribution, stormwater and wastewater collection, systems, CSO (combined sewer overflow) retention basins, as well as water and wastewater treatment plants. Mr. Dickson has proven success with leading teams of engineers, utility operators, constructors and governmental staff toward the implementation of infrastructure projects ranging in size from $3 million to $90 million.
Mr. Dickson has a Bachelor of Science (BS) in Civil Engineering from University of Michigan in Ann Arbor, Michigan. He is a licensed Professional Engineer (PE) in Michigan and Florida.
Pradeep Sethi brings over three decades of international experience in the areas of water supply development, drinking water treatment, and wastewater treatment and disposal to his position of Maintenance Compliance Administrator for Government Services Group, Inc. (GSG). Mr. Sethi has been associated with several water supply developments such as large pumping application projects for thermal power plants and fire-fighting. He has worked for some of the leading international pump manufacturers and has served as an international consultant providing invaluable insight to municipal authorities on compliance, regulatory stipulations and technical issues. In addition, Mr. Sethi has been involved with extensive studies for pump-house layouts and sump design. Mr. Sethi possesses comprehensive knowledge and experience in delivering Terminal Automation Systems for oil distribution terminals. His broad range of experience on the engineering of pumps, fluid systems and water treatment has lead him to the successful delivery of various capital improvement projects for the Florida Governmental Utility Authority (FGUA), GSG’s largest multi-county governmental client. As a GSG team member for the past ten years, Mr. Sethi now deals with a range of issues including managing contractors and engineers for FGUA’s operating systems across the central region of Florida.
Mr. Sethi holds a Bachelor of Science degree in Mechanical Engineering (BSME) from AMU India as well as a Master of Business Administration (MBA) from the University of Delhi in India.
Michael Wilson brings over 28 years of construction, private and government, consulting experience to his position of MacDill Air Force Base Utility Manager for Government Services Group, Inc. (GSG). Mr. Wilson began his career working with the Engineering Division of the French company CAPAG in a joint Anglo-French Group hired to deliver natural gas to the British Isles from the North Sea Gas Fields. He has achieved both technical knowledge and increasing responsibility in the areas of project management, construction administration, and construction inspections, including several high profile projects for the Ministry of Defense in Great Britain. Mr. Wilson’s latest experience prior to joining GSG, involved project management and construction administration of more than $25 million in private residential and commercial infrastructure developments located in Manatee County, Florida. With GSG, Mr. Wilson was instrumental in the commencement of the Florida Governmental Utility Authority’s (FGUA) 50-year contract by the Federal Government to provide water and sewer services at the MacDill AFB. He currently oversees the daily management, oversight and close coordination of all MacDill utility related activities between the FGUA and the Government.
Mr. Wilson did Civil Engineering Technology course work at the College of Central Florida as well as completed several seminar series on Construction and Engineering.
Glenn E. Forrest brings more than 35 years of engineering and utility management experience in government and the private sector to his position of Operations Manager at Government Services Group, Inc. (GSG). Mr. Forrest has a broad range of experience in all aspects of public infrastructure and the water and wastewater industries. During his entire career, Mr. Forrest has been involved in civil and environmental engineering as well as utility management. Mr. Forrest has served on project teams delivering infrastructure projects ranging in size up to $65 million. Prior to joining GSG, he worked at the St. Johns River Water Management District and was City Engineer and Public Works Director for the City of Altamonte Springs, Florida; a full-service municipal government in central Florida. Mr. Forrest has been active with the Florida Engineering Society since 1990 and was the 1999 Government Engineer of the Year, 2007 Engineer of the Year, and the society’s President in 2013-14. In recent years with GSG, Mr. Forrest was the Utility Manager for the Florida Governmental Utility Authority (FGUA) at the MacDill Air Force Base in Tampa, Florida, which privatized its water and sewer systems to FGUA in 2011. Mr. Forrest is actively involved in the day-to-day management of the FGUA water and sewer systems in Florida.
Mr. Forrest has a Bachelor’s degree with an Engineering emphasis from Lafayette College in Easton, Pennsylvania, as well as a Master of Business Administration (MBA) and a Master of Public Administration degree from the University of Central Florida. Mr. Forrest is a licensed professional engineer in Florida.
Michael Sweet brings 40 years of experience to his position of West Region Area Manager for Government Services Group, Inc. (GSG). Mr. Sweet has had a variety of engineering and management positions involving utilities in both the public and private sectors, including Director of Utilities Engineer for Pinellas County Utilities. At Pinellas County Utilities, Mr. Sweet directed and coordinated 65 Engineering Department staff members as well as prepared and administered the Department’s annual operating budget of over $5 million. Activities encompassed long-range planning, consultant selection, management of in-house design, and construction inspection of capital improvements program (CIP) for water, sewer and solid waste systems with an annual budget of $100+ million. Currently, Mr. Sweet oversees the Capital Improvements and Operations of the utilities owned by Florida Governmental Utility Authority (FGUA) in the western region, which includes Pasco, Citrus, and Polk Counties.
Mr. Sweet holds a Bachelor of Science (BS) and a Master of Science degree in Civil Engineering from Notre Dame University. He is a licensed Professional Engineer (PE) in Florida.
Dana Collier brings over 21 years of experience to his position of Senior Systems Administrator at Government Services Group, Inc. (GSG). Mr. Collier has a diversified portfolio in computer operations and network support. He has maintained on-line mainframe systems, off-site terminal locations and relational network databases for large and small entities in both the private and public sectors. Mr. Collier has also provided consultant services for entire company networks as well as provide technical IT guidance, and the monitoring of all necessary hardware. At GSG, Mr. Collier is responsible for designing, organizing, modifying, and supporting computer systems for offices throughout Florida in addition to the corporate headquarters in Tallahassee Florida.
Mr. Collier holds an Associates Degree from Florida Metropolitan University in Orlando Florida.
