Mr. Sheets oversees all aspects of managing contracted government services and developing solution-based strategies to address financial, operation and governance challenges. Mr. Sheets has served over 150 clients in Florida in administrative, financial and operational capacities for 30 years, including 20 years of hands-on experience regarding water and sewer utility systems. From planning, rate analysis, special assessments, management service, acquisitions and more, he has provided both contract oversight and compliance. Mr. Sheets has also overseen the development and implementation of numerous capital improvement programs exceeding more than $500 million and acquisition transactions exceeding more than $400 million.
Mr. Sheets has a Bachelor of Arts (BA) in Political Science from the University of Texas at Arlington.
Camille P. Tharpe
Senior Vice President of GSG
The Senior Vice President of Government Services Group, Inc. (GSG), Camille P. Tharpe has vast knowledge of the development, implementation and maintenance of special assessment programs and databases for GSG clients. With over 20 years of local government experience, Ms. Tharpe has directed more than 5,000 special assessment programs. The new and annually recurring projects she has facilitated fund essential services for over 50 counties and 80 cities throughout Florida. She possesses a qualified understanding of the necessary technical and logistical interaction with constitutional officers and policy; a key element in the successful implementation of the uniform method of non-ad valorem assessment collections outlined under Chapter 197, Florida Statutes.
Designated by the Courts as an “expert” in the development and implementation of special assessment programs,” Ms. Tharpe has a demonstrated knowledge of the cost apportionment methodologies required to meet the case law criteria for valid special assessment programs. Ms. Tharpe has testified as an Expert Witness in several cases on behalf of local governments in the defense of several special assessment programs.
Ms. Tharpe holds a Bachelor of Science (BS) in Political Science, a Master of Science (MS) in Political Science, as well as a Public Administration certificate from University of Florida.

Stephen M. Spratt brings 31 years of extensive public executive management experience in large complex county governments to his position of Vice President for Municipal Services Division at Government Services Group, Inc. (GSG). He developed varied skills in one of the largest local governments in the country, Miami-Dade County, serving as Budget Director and Assistant County Manager. While Steve acquired a particular expertise in taxation and large size governmental budgeting, he also pioneered innovative service programs and workforce efficiency projects. He was chief executive – County Administrator – of the sixth largest Florida county government, Pinellas County, for six years. As the VP for the MSD, he provides specialized management consulting to local governments and contracted public services management. In addition, Mr. Spratt serves as the System Manager for the Florida Governmental Utility Authority (FGUA), managing over 70 full-service water and sewer utility operations.
Mr. Spratt has a Bachelor of Science and an Associate of Applied Science in Transportation Management from Florida Institute of Technology. In addition, Mr. Spratt has graduate-level business administration coursework including Management Information Systems, Managerial Accounting and Quantitative Management methods from Florida International University.
