The Municipal Services Division (MSD) specializes in management support services in the areas of capital program management, utility operations, capital financing and bond issue compliance, contractual performance oversight, financial administration, full service governmental accounting, utility customer service, billing services and city and county property services.
The MSD delivers financial services to local governments as well as operates and manages several award-winning water/wastewater treatment plants throughout Florida. We have tackled the successful transition of numerous troubled water and sewer utility systems to high quality, modern, municipal standard and customer friendly operations. In addition, the MSD’s work in capital project management and civic engagements continually receives state and national recognition.
Through GSG’s management of the Florida Governmental Utility Authority (FGUA), in 2013 the FGUA received the American Water Works Association’s (AWWA) Unique Intergovernmental Partnership Award for the creation of the Pasco County “Water Conservation” program; the Florida Water Environment Association’s (FWEA) Earle B. Phelps Outstanding Wastewater Plant Award for the Golden Gate wastewater treatment plant in 2014 and 2015; and is often selected as the keynote speaker for various conferences and workshops. Most recently, GSG was asked by the Water Environment Federation (WEF) to be a primary speaker for their 2016 exhibition entitled, “Once Upon a Time… Engaging the Public in Your Utility Story” and a presentation for Advocates for a Safe Water System – see the video clip below!
The FGUA carries out policy and direction for a seven member Board from Citrus, Pasco, Lee, Desoto, Hendry, Polk and Marion Counties. FGUA has an annual budget that exceeds $80 million with no employees. The FGUA owns and operates water and wastewater facilities in 14 counties including MacDill Air Force Base in Tampa, Florida.
