GSG Client Showcase: Village of Islamorada

Since 1999, Government Services Group has assisted the Village of Islamorada (Village) in the development, implementation and annual maintenance of various service and capital infrastructure special assessment programs, including stormwater, solid waste and various wastewater programs.

In addition, GSG is currently assisting the Village with Community Development Block Grant (CDBG) Program Administration.

Stormwater Special Assessment Programs

The Village hired Government Services Group to develop a Stormwater Management Program Financial Alternatives and Implementation Action Plan. The study consisted of reviewing the Village’s existing stormwater services program and making recommendations for modifying the existing program. An analysis of alternative funding options was also provided.

Upon the conclusion of Stormwater Management Program Financial Alternatives and Implementation Action Plan Government Services Group developed, the Village then hired Government Services Group to assist with the development and implementation of a stormwater assessment program to fund the costs associated with stormwater services. GSG developed an impervious area methodology, which was collected on the tax bill. Since the inception of the stormwater assessment program, GSG has provided ongoing maintenance services for the annual stormwater assessment program.

Solid Waste Assessment Programs

Government Services Group was hired by the Village to provide specialized services in the development and implementation of a non-ad valorem assessment program for solid waste collection and disposal services for residential properties within the Village. GSG was also tasked with assisting the Village in transitioning from the separate bill collection method being used at the time to the ad valorem tax bill collection method for annual solid waste services and delinquent solid waste fees. The program was successfully implemented. Government Services Group has provided annual assessment maintenance services to the Village since the program’s inception.

Capital Assessment Programs

Government Services Group was retained to assist the Village in developing and implementing a special assessment program to fund the capital costs of the wastewater system in the North Plantation Key area in a manner that was conducive to the imposition and collection of the assessments pursuant to the uniform method of collection in section 197.3632, Florida Statutes. The North Plantation Key Wastewater assessment program was implemented for Fiscal Year 2005-06. Since implementation of the North Plantation Key Wastewater assessment program, Government Services Group has been retained by the Village to assist in developing and implementing various other wastewater programs throughout the Village to fund capital costs. The Village intends to provide wastewater services throughout the Village and continue to implement wastewater assessment programs in phases based on designated areas. GSG provides development and implementation services and maintenance services to the Village annually.

Small Cities Community Development Block Grant (CDBG) Program

Allocation: $700,000

Government Services Group is engaged with the Village to assist with sewer connections for low-income households. GSG provides Environmental Clearance services including assistance with procurement of contractors, homeowner qualification, preparation of homeowner documents for deferred payment loans, project tracking and contractor monitoring, financial tracking of grant expenditures, preparation for and attendance at funding agency audits and preparation and submissions of budget modifications.
